July 2025 Employee of the Month: Jack Cui

ITS proudly recognizes Lead Application Developer Jack Cui as the July 2025 Employee of the Month! Jack was nominated by Deborah Page, Scott Biggerstaff, Kitty Phan-Perkins, and Mary White for his consistently exemplary performance and his crucial work on compliance initiatives like the HRMS Job Builder redesign.

Jack's work consistently delivered effective results, even under significant pressure. Notably, he led the redesign of the HRMS Job Builder in partnership with the Total Compensation team. This project was vital for UCR’s compliance with the California Senate Bill 1100 (SB 1100). Jack's technical expertise shone through in his innovative solutions. He led the technical architecture and development for the HRMS Job Builder redesign, implementing an innovative, rules-based logic platform. This proactive solution programmatically validates job requirements within the HRMS Job Builder against SB 1100 regulations, effectively eliminating the systemic over-request for driver's licenses.

He was also instrumental in the rapid, successful deployment of critical changes to the HRMS and Jobs Portal to comply with Executive Order 14173. This high-stakes project had an incredibly tight, 2.5-day System Development Life Cycle (SDLC), and his swift, precise execution saved the organization from potential federal penalties. Jack’s exceptional efficiency and strategic planning also ensured that developers completed User Acceptance Testing (UAT) on time, preventing the need for overtime for both developers and key UAT personnel.

“Jack’s ability to successfully deploy on time was paramount, as this swift and precise execution was crucial in saving the organization from potential federal penalties. The urgency of this request highlights the team's capacity to perform under significant pressure [and] resource constraints, and [still] deliver critical outcomes,” Mary White, Sr. Director of Policy & Strategic Initiatives, shared.

His expertise also proved invaluable in the HRMS Merit Module Phase II enhancements, where he showed patience and skill while troubleshooting complex budget tab calculations. This earned him recognition from Assistant Director Scott Biggerstaff as “the smartest person in the room” when it came to formatting the arithmetic formulas to correctly calculate total spend on the budget tab.

Jack exemplified exceptional teamwork and cross-functional collaboration. He partnered closely with the Total Compensation team on the HRMS Job Builder redesign, demonstrating sustained commitment through many iterative changes requested due to unexpected refinements of requirements from UCOP.

Deborah Page, Sr. Director of Compensation and Talent Strategies, added in Jack’s nomination, “Through continuous communication and shared problem-solving, [ITS’] partnership with the Total Compensation team mitigated legal risk for the campus and optimized data integrity, delivering compliance with SB 1100 and UCOP requirements.”

Jack consistently focused on customer success by asking insightful questions of subject matter experts and diligently keeping an eye on deadlines. Kitty Phan-Perkins, HR Systems & Initiatives Project Manager, also shared, “Jack excels at walking through requirements with users, skillfully extracting crucial information to clarify requirements. He consistently makes himself available to end-users for testing and patiently guides them through the process, ensuring they fully understand the objectives.”

Jack's technical expertise, reliability, and unwavering commitment to excellence make him an invaluable asset to ITS and the campus community.
